What to do when space reclamation fails out?

I need a solution

This is on a Symantec BackupExex 3600 appliance that the D:\ has filled up on. I have already expired all of the backup sets in the appliance_dedupe disk storage and when I tried to run the manual space reclamation steps in this article https://www.veritas.com/support/en_US/article.000017049 the first command [crcontrol.exe --processqueue] fails out with the text below. Any assistance would be greatly appreciated.

C:\Program Files\Symantec\Backup Exec>crcontrol.exe --processqueue
